Investigation Member Bios
Clifford F. Carlisle,
MPA, EMT-P – Mr.
Clifford Carlisle is the Deputy Chief of the City of Mountain Brook. His
responsibilities include the duties of the Fire Marshal, the EMS Director
and administrative tasks as assigned by the Fire Chief. As the Fire Marshal,
he is responsible for the performance of the fire inspections, code
enforcement, plans review, public fire safety education and fire
investigation. As the EMS Director, he supervises the overall operation of
the EMS section including patient care reporting documentation, EMS
supplies, credentialing and licensing, and acts as the liaison with state
and regional EMS agencies. The Deputy Fire Chief assists the Fire Chief in
several areas including the budget, grants, and other tasks as assigned.
Mr.
Carlisle received his Associate’s degrees in Fire Science and EMS from
Jefferson State Community College in 1979. He continued his education by
completing his Bachelor’s of Science in Social and Behavioral Sciences in
1981. To prepare for the managerial tasks associated with rank, Deputy Chief
Carlisle continued his education by obtaining his Master’s in Public
Administration at the University of Alabama in Birmingham in 1991. Deputy
Chief Carlisle successfully completed the Executive Fire Officer Program at
the National Fire Academy in Emmitsburg, Maryland in 2002.
Deputy
Chief Carlisle has been in the fire service for 31 years. He started his
career serving the Bluff Park Fire Department and the Center Point Fire
Department as a firefighter/ paramedic, both as a volunteer and as a career
firefighter. Joining the Mountain Brook Fire Department in 1976, Cliff
worked his way through the ranks to become the Deputy Fire Chief of the
department.
Deputy
Chief Carlisle was an Eagle Scout. Cliff was a member of UAB’s Pi Kappa
Alpha fraternity. He was an active member of the Birmingham Sertoma Club.
From 1995-1997, he was president of the UAB MPA Alumni Association. Cliff
was Mountain Brook firefighter of the year in 1987. Currently, he lectures
at Bevill State Community College. Cliff is on the Board of the Birmingham
Safe Kids Coalition. He is a member of the National Disaster Medical
Services and has been deployed on several occasions. His most notable
deployment was at the World Trade Center after September 11th.
Deputy
Chief Carlisle and his wife Nancy have two children, Rusty and Christy, and
two grandchildren, Noah and Savannah. His hobbies include canoeing,
kayaking, rafting, traveling, and camping.
Chris Carpenter
-
Chris Carpenter has worked
for the Pelham Fire Department since 1996. He is currently a Fire-Medic
assigned to an ALS engine. He has assisted the Pelham Fire Prevention
Bureau, where he presented public education programs. Chris helped bring the
“Get Out with Scout Program” to the city in 1999. Get Out with Scout used a
specially trained Dalmatian to teach children of all ages about home escape
plans. This program led to Chris receiving Pelham Firefighter of the Year in
2000 and Alabama Public Fire and Life Safety Educator of the Year in 2002.
Chris was also honored with a second Pelham Firefighter of the Year in 2002.
Chris has developed and instructed Public Fire and Life Safety Educator I/II
and Rapid Intervention Teams for the Alabama Fire College. His
certifications include: Fire Fighter I & II, Fire Officer I & II, Fire
Instructor I, Fire Inspector I, Apparatus Operator Pumper, Apparatus
Operator Aerial, Hazardous Materials Technician, Survival Techniques and
Rescue, Confined Space Rescue, Trench Rescue, High-Angle Rescue, Black Water
Recovery Diver, AHA- BLS Instructor and recently graduated as Top Academic
Achievement Student in the first Alabama Fire College Fast-Track Paramedic
Program.
Lane Clemons - Lane
Clemons currently serves as a Captain for the Foley Fire Department. Lane
joined the department in 1994 as a volunteer. In 1997 he was hired as a Fire
Inspector/Firefighter. He first entered the fire service in 1989 with the
U.S. Navy. He served for seven years during which he was responsible for
shipboard and aircraft firefighting as well as inspections of firefighting
equipment. Additional experience includes four years of service with the
Alabama Air National Guard where he was responsible for inspections and
plans review. His educational background includes the completion of the
Inspector I, Inspector II, and Investigator courses at the Alabama Fire
College as well as course work in inspections, plans review, and
investigations including courtroom testimony through the National Fire
Academy.
Greg Gilchrist -Greg
Gilchrist is currently Fire Marshal for the City of Vestavia Hills. He
started with Vestavia Hills Fire Department in 1993 as a fire
fighter/paramedic and worked his way through the ranks serving as apparatus
operator, lieutenant and captain. Greg began his fire service career with
the Bagley Volunteer Fire Department in 1986 and has also worked for the
Center Point Fire Department. Greg received his paramedic license from the
University of Alabama at Birmingham. He holds an Associate’s degree in Fire
Science from Jefferson State Community College and a Bachelor’s degree in
Public Safety Administration from Athens State University. Greg’s
certifications from the Alabama Fire College include Fire Inspector I, II
and III; Fire Officer I, II, III and IV; Fire Investigator; Fire Fighter I
and II; Apparatus Operator: Pumper and Aerial; and Public Fire and Life
Safety Educator I and II.
Doug Hagood
- Doug Hagood
has worked for Huntsville Fire & Rescue for 18 years. During this time he
has attained the rank of Prevention Officer / Investigator. He has a degree
in Fire Science Technology. He currently holds certifications in Firefighter
I and II, Apparatus Operator, Fire Inspector I and II, Fire Investigator,
Instructor I, and Fire Officer I.
Tim Jennings
- Tim Jennings has
been in the fire service for 17 years,15 of which have been with Lanett Fire
and EMS. Tim began his career as a firemedic and worked his way up to
Captain. Currently, he is Chief of Lanett Fire and EMS. Tim has received the
following certifications from the Alabama Fire College: Fire Officer I–IV,
Fire Instructor I–III, Fire Inspector I–III, Fire Investigator, Fire
Fighter I/II, and Apparatus Operator Pumper. Presently, he is working
toward a bachelor’s degree in Fire Science from Columbia Southern
University.
Kris Kennedy
- Kris Kennedy has
been employed with Phenix City Fire Rescue for almost twenty years. She
currently holds the rank of battalion chief and the job of fire marshal.
Fire Marshal Kennedy is responsible for all aspects of fire prevention,
inspections, investigations, plan review, and code enforcement for the city.
Kris has an Associate’s degree in Fire Science from Chattahoochee Valley
Community College and is now working towards a Bachelor’s degree in Public
Safety from Troy University at Fort Benning, Georgia. Kris holds the
following certifications from the Alabama Fire College: Fire Fighter I and
II, Apparatus Operator: Aerial and Pumper, Hazardous Materials First
Responder Awareness and Operations and Incident Commander, Fire Instructor I
and II, Fire Inspector I and II, and Fire Investigator. She also holds
certification from Texas A&M University for WMD/Terrorism Incident
Operations and Hazardous Materials for First Responders along with other
Justice Department classes related to Homeland Security. She is an EMT-Basic
and certified instructor for BLS and First Aid.
Wes
Pullen –
Wes Pullen is a lieutenant
in the Mountain Brook Fire Department as well as Fire Investigator for
Pyrtech, Incorporated, in Trussville, Alabama. Wes received an Associate’s
degree in Fire Science from Jefferson State Community College as well as an
Associate’s degree in Biomedical Electronics from the Alabama College of
Technology. Wes is licensed as a paramedic by The University of Alabama at
Birmingham. Alabama Fire College has certified Wes in Fire Officer I and II;
Hazardous Materials Awareness and Operational; EMS Instructor I; Fire
Instructor I and II; Fire Inspector I and II; Fire Investigator; and
Apparatus Operator: Pumper. He is a member of Alabama Association of Arson
Investigators and International Association of Arson Investigators.
Steve Reasonover - Trussville Fire
Department
Michael Smith – Michael has worked for Decatur Fire and Rescue for
16 years. During that time he has attained the rank of Lieutenant and now
serves as the Public Education Officer for his department. He holds Fire
Fighter I and II, Apparatus Operator, Fire Officer I, Fire Instructor I,
Fire Inspector I and Fire Investigator certifications from the Alabama Fire
College. In addition to various other certificates he has completed a
week-long course at Texas A&M, CERT training from the National Fire Academy,
and he is currently pursuing his EMT-Basic certification.
Jeff Thompson–
Deputy State Fire
Marshal Jeffrey H. Thompson has 15 years’ experience as a Fire Inspector
with the Montgomery Fire Department, retiring as Captain of the Division of
Codes and Standards and Record Retention Officer. Before moving to the
Division of Codes and Standards, he was in the Fire Medic Division and held
the rank of Fire Medic Sergeant. He has served as the Fire Department
Chaplain since 1999 and headed up the Fellowship of Christian Fire Fighters
for about 8 years. Jeffrey H. Thompson is certified by the Alabama Fire
College as Fire Fighter I; Fire Inspector I, II and lll; and Fire Instructor
I. Formerly credentialed as an EMT-Paramedic, he has Alabama Police Officer
Standards Training certification and serves on the International Fire Code
Advisory Committee representing the National Fire Marshals Association. At
the request of the State Fire Marshal's office, Jeff serves as the Code
Compliance Officer for their division.
Terry Walker –
Terry joined
the fire service in 1978 and served the Eufaula Fire Department for 27 years
where he rose to the position of Training/Safety Officer and Lead Fire
Investigator for the City of Eufaula. In July 2005, Terry joined the Auburn
Fire Division as Chief of Training and Lead Fire Investigator. Terry is a
certified Fire Fighter I and II; Fire Investigator; Fire Instructor I, II,
and III; Fire Officer I, II and III; Hazardous Materials Technician; EVOC
Instructor; EMT-Intermediate; NIMS Instructor for IS100, 200, 300, 400, 700
and 800. He is an instructor for Emergency Response to Terrorism: EMS,
Hazmat, Basic Concepts and Company Officer. Terry has also attended Texas
A&M numerous times for Weapons of Mass Destruction courses. Terry is both an
adjunct and resident instructor for the Alabama Fire College where he
instructs Fire Investigator. Currently, he is president of the Alabama
Association of Arson Investigators. Terry was Fire Fighter of the Year in
1990.
Greg Willis -
Greg is Chief for the Wetumpka Fire Department,
where he has worked since 1985. Greg served as Assistant Chief for nine
years and was the department training officer for 3 years. He also worked
with the Stillwater (OK) Fire Department as a student firefighter for two
years.
Greg holds a Bachelor of Science degree in Fire
Protection and Safety Engineering Technology from Oklahoma State University
as well as a Bachelor of Science degree in Business Management from Troy
University. His fire service certifications include Fire Fighter I and Fire
Fighter II, Instructor I, Fire Alarm Technician, National Incident Command
System, Hazardous Materials Contingency Planning, and others. Additional
certifications from the Emergency Management Institute include Introduction
to Mitigation, Emergency Program Manager, and Emergency Preparedness USA.
Greg
has served as the Executive Director of the Alabama Fire Sprinkler
Association since 2002 and has received specialized training in the area of
water-based fire protection systems including Plans Review, Seismic Issues,
General Storage and Rack Storage Issues, Stationary Fire Pumps, Standpipe
Systems, Inspection, Testing and Maintenance.
Additionally, Greg is a member of the International Fire Service Training
Association (IFSTA) Validation Committee for the 7th edition of
the Fire Inspection and Code Enforcement manual.
